Primary school teachers in Karnataka must serve 12 years before promotion, say new recruitment rules

The Karnataka government has amended the recruitment and promotion rules for primary school teachers, introducing a 12-year mandatory service requirement for promotions, clarifying eligibility to teach higher classes and outlining provisions to address shortages of eligible candidates.

The state has notified the Karnataka Education Department Services (Department of Public Instruction) (Recruitment) (Amendment) Rules, 2026, revising provisions under the Karnataka Education Department Services (Department of Public Instruction) (Recruitment) Rules, 1967.

Given below are the key changes in policy.

Government Teacher: 12-year service must for promotion

Under the revised rules, teachers must complete a minimum of 12 years of service in their respective cadre to be eligible for promotion. The requirement applies to both primary school teachers handling Classes 1 to 5 and graduate primary teachers teaching Classes 6 to 8.

The amendment modifies the method of recruitment for the post of primary school headmaster under Class 3 non-gazetted posts. Promotions will be made from the cadres of primary school teachers (Classes 1 to 5) and graduate primary teachers (Classes 6 to 8) in a ratio of 2:1, meaning every third vacancy will be filled by a graduate primary teacher.

Teacher vacancies without candidates

The notification provides administrative flexibility if the prescribed ratio cannot be followed during a promotion cycle.

If a sufficient number of eligible teachers is not available in a particular cadre, or if eligible teachers decline promotion or are not eligible under the rules, teachers from the other cadre may be considered for promotion based on seniority in the interest of administration.

However, the government has clarified that posts lost by a cadre in such circumstances will be compensated in subsequent promotion cycles to maintain the overall ratio.

Irrevocable option for promotion pathways

The government noted that teachers from both cadres may be eligible for promotion to positions such as headmaster of government higher primary schools and secondary school assistant teachers (Class II) in government high schools. To avoid administrative complications, an irrevocable option may be obtained from eligible teachers before granting promotion.

In another clarification, primary school teachers teaching Classes 1 to 5 who are also graduates in the necessary subjects specified under National Council for Teacher Education guidelines and rules for graduate primary teachers will be eligible to teach Classes 6 and 7.

Draft rules and public feedback

The amendment follows a draft notification published on January 21, 2026, inviting objections and suggestions from stakeholders. The government said the final rules were issued after considering responses received during the consultation period.

The notification was issued by the Department of School Education and Literacy by order and in the name of the Governor of Karnataka and signed by Mallikarjuna Ramachandrappa, under secretary to government (administration).
